He shared photos from a project where the contractor used flexible ductwork in place of rigid metal duct to shave $3,000 off the budget. The flex duct was snaked through tight joist webs&#8212;but the bends were so severe, some air registers were barely getting airflow. To make matters worse, the contractor had removed Testing, Adjusting, and Balancing (TAB) from the project scope. That meant no one would know if each room was getting the proper airflow&#8212;until tenants started complaining.</p><div class="captioned-image-container"><figure><a class="image-link image2 is-viewable-img" target="_blank" href="https://substackcdn.com/image/fetch/$s_!uxwS!,f_auto,q_auto:good,fl_progressive:steep/https%3A%2F%2Fsubstack-post-media.s3.amazonaws.com%2Fpublic%2Fimages%2F045072ba-bef8-449b-8db9-32f243c44bf4_2048x1131.jpeg" data-component-name="Image2ToDOM"><div class="image2-inset"><picture><source type="image/webp" srcset="https://substackcdn.com/image/fetch/$s_!uxwS!,w_424,c_limit,f_webp,q_auto:good,fl_progressive:steep/https%3A%2F%2Fsubstack-post-media.s3.amazonaws.com%2Fpublic%2Fimages%2F045072ba-bef8-449b-8db9-32f243c44bf4_2048x1131.jpeg 424w, https://substackcdn.com/image/fetch/$s_!uxwS!,w_848,c_limit,f_webp,q_auto:good,fl_progressive:steep/https%3A%2F%2Fsubstack-post-media.s3.amazonaws.com%2Fpublic%2Fimages%2F045072ba-bef8-449b-8db9-32f243c44bf4_2048x1131.jpeg 848w, https://substackcdn.com/image/fetch/$s_!uxwS!,w_1272,c_limit,f_webp,q_auto:good,fl_progressive:steep/https%3A%2F%2Fsubstack-post-media.s3.amazonaws.com%2Fpublic%2Fimages%2F045072ba-bef8-449b-8db9-32f243c44bf4_2048x1131.jpeg 1272w, https://substackcdn.com/image/fetch/$s_!uxwS!,w_1456,c_limit,f_webp,q_auto:good,fl_progressive:steep/https%3A%2F%2Fsubstack-post-media.s3.amazonaws.com%2Fpublic%2Fimages%2F045072ba-bef8-449b-8db9-32f243c44bf4_2048x1131.jpeg 1456w" sizes="100vw"><img src="https://substackcdn.com/image/fetch/$s_!uxwS!,w_1456,c_limit,f_auto,q_auto:good,fl_progressive:steep/https%3A%2F%2Fsubstack-post-media.s3.amazonaws.com%2Fpublic%2Fimages%2F045072ba-bef8-449b-8db9-32f243c44bf4_2048x1131.jpeg" width="1456" height="804" data-attrs="{&quot;src&quot;:&quot;https://substack-post-media.s3.amazonaws.com/public/images/045072ba-bef8-449b-8db9-32f243c44bf4_2048x1131.jpeg&quot;,&quot;srcNoWatermark&quot;:null,&quot;fullscreen&quot;:null,&quot;imageSize&quot;:null,&quot;height&quot;:804,&quot;width&quot;:1456,&quot;resizeWidth&quot;:null,&quot;bytes&quot;:null,&quot;alt&quot;:&quot;No alternative text description for this image&quot;,&quot;title&quot;:&quot; No alternative text description for this image&quot;,&quot;type&quot;:null,&quot;href&quot;:null,&quot;belowTheFold&quot;:false,&quot;topImage&quot;:false,&quot;internalRedirect&quot;:null,&quot;isProcessing&quot;:false,&quot;align&quot;:null,&quot;offset&quot;:false}" class="sizing-normal" alt="No alternative text description for this image" title="No alternative text description for this image" srcset="https://substackcdn.com/image/fetch/$s_!uxwS!,w_424,c_limit,f_auto,q_auto:good,fl_progressive:steep/https%3A%2F%2Fsubstack-post-media.s3.amazonaws.com%2Fpublic%2Fimages%2F045072ba-bef8-449b-8db9-32f243c44bf4_2048x1131.jpeg 424w, https://substackcdn.com/image/fetch/$s_!uxwS!,w_848,c_limit,f_auto,q_auto:good,fl_progressive:steep/https%3A%2F%2Fsubstack-post-media.s3.amazonaws.com%2Fpublic%2Fimages%2F045072ba-bef8-449b-8db9-32f243c44bf4_2048x1131.jpeg 848w, https://substackcdn.com/image/fetch/$s_!uxwS!,w_1272,c_limit,f_auto,q_auto:good,fl_progressive:steep/https%3A%2F%2Fsubstack-post-media.s3.amazonaws.com%2Fpublic%2Fimages%2F045072ba-bef8-449b-8db9-32f243c44bf4_2048x1131.jpeg 1272w, https://substackcdn.com/image/fetch/$s_!uxwS!,w_1456,c_limit,f_auto,q_auto:good,fl_progressive:steep/https%3A%2F%2Fsubstack-post-media.s3.amazonaws.com%2Fpublic%2Fimages%2F045072ba-bef8-449b-8db9-32f243c44bf4_2048x1131.jpeg 1456w" sizes="100vw"></picture><div class="image-link-expand"><div class="pencraft pc-display-flex pc-gap-8 pc-reset"><button tabindex="0" type="button" class="pencraft pc-reset pencraft icon-container restack-image"><svg role="img" width="20" height="20" viewBox="0 0 20 20" fill="none" stroke-width="1.5" stroke="var(--color-fg-primary)" stroke-linecap="round" stroke-linejoin="round" xmlns="http://www.w3.org/2000/svg"><g><title></title><path d="M2.53001 7.81595C3.49179 4.73911 6.43281 2.5 9.91173 2.5C13.1684 2.5 15.9537 4.46214 17.0852 7.23684L17.6179 8.67647M17.6179 8.67647L18.5002 4.26471M17.6179 8.67647L13.6473 6.91176M17.4995 12.1841C16.5378 15.2609 13.5967 17.5 10.1178 17.5C6.86118 17.5 4.07589 15.5379 2.94432 12.7632L2.41165 11.3235M2.41165 11.3235L1.5293 15.7353M2.41165 11.3235L6.38224 13.0882"></path></g></svg></button><button tabindex="0" type="button" class="pencraft pc-reset pencraft icon-container view-image"><svg xmlns="http://www.w3.org/2000/svg" width="20" height="20" viewBox="0 0 24 24" fill="none" stroke="currentColor" stroke-width="2" stroke-linecap="round" stroke-linejoin="round" class="lucide lucide-maximize2 lucide-maximize-2"><polyline points="15 3 21 3 21 9"></polyline><polyline points="9 21 3 21 3 15"></polyline><line x1="21" x2="14" y1="3" y2="10"></line><line x1="3" x2="10" y1="21" y2="14"></line></svg></button></div></div></div></a></figure></div><p>That post hit a nerve. over <strong>384,000 impressions</strong>, mechanical engineer <strong><a href="https://www.linkedin.com/in/kennethmichaelshultz/">Kenneth&#8239;Shultz,&#8239;PE</a></strong>, founder of <a href="https://www.permitzip.com/">PermitZIP</a>, laid bare the hidden costs of &#8220;value engineering&#8221; HVAC systems. Facing a tepid system that delivered <strong>60&#176;F air at the registers</strong>, dripping condensation, and primed for mold growth, Shultz&#8217;s message was simple but powerful:</p><blockquote><p>&#8220;This isn&#8217;t a design issue. It&#8217;s what happens when people pretend HVAC can be value&#8209;engineered without consequence. Value engineering comes with a cost&#8212;this is just the part they don&#8217;t tell you when they promise to shave $100K off your HVAC budget.&#8221;</p></blockquote><p>Tagged #DoNotValueEngineerHVACIfYouCantExplainItOnAPsychChart, Shultz&#8217;s post sparked <strong>97 comments</strong> from industry professionals&#8212;and the consensus was clear: cutting HVAC features to save on upfront costs almost always backfires.</p><div class="subscription-widget-wrap-editor" data-attrs="{&quot;url&quot;:&quot;https://www.thebptour.com/subscribe?&quot;,&quot;text&quot;:&quot;Subscribe&quot;,&quot;language&quot;:&quot;en&quot;}" data-component-name="SubscribeWidgetToDOM"><div class="subscription-widget show-subscribe"><div class="preamble"><p class="cta-caption">The Blueprint Tour is a reader-supported publication. There is never value added, only value taken away. The end user is the one who has to live with these decisions&#8230;&#8221;</p></blockquote><p>Shultz agreed, noting that asking proposers to share psychrometric studies often reveals whether they truly understand the system they&#8217;re cutting.</p><div><hr></div><h3>2. True VE vs. Scope Reduction</h3><p>Several commenters pointed out that what passes for &#8220;Value Engineering&#8221; in practice is often just scope reduction dressed up in fancy terminology:</p><ul><li><p><strong><a href="https://www.linkedin.com/in/ed-trotter-b11358b/">Ed&#8239;Trotter</a></strong>, OHSU Construction Project Manager, warned:</p></li></ul><blockquote><p>&#8220;Don&#8217;t confuse Value Engineering with <strong>scope reductions</strong>!!! True value engineering is a very good process. Scope reduction called VE is just a lie!&#8221;</p></blockquote><ul><li><p><strong><a href="https://www.linkedin.com/in/rosekennedy/">Rose&#8239;Kennedy</a></strong>, Structural Engineer, added that cutting corners isn&#8217;t engineering at all:</p></li></ul><blockquote><p>&#8220;If doing something to &#8216;save money&#8217; causes a failure, that is not &#8216;value engineering&#8217; that is simply cutting corners.&#8221;</p></blockquote><p>Shultz&#8217;s riposte? Encourage clients to demand psych charts before approving any VE change&#8212;saving millions by spotting charlatans early.</p><div><hr></div><h3>3. The Hidden Health Hazards</h3><p>The post&#8217;s photo&#8212;registers sweating with <strong>59.1&#176;F air</strong>&#8212;drove home the risk of mold, bacterial growth, and indoor&#8209;air&#8209;quality disasters.</p><ul><li><p><strong><a href="https://www.linkedin.com/in/yunier-tarragona-05220341/">Yunier&#8239;Tarragona</a></strong>, Energy Efficiency Manager, emphasized the mold risk:</p></li></ul><blockquote><p>&#8220;Delivering 59&#176;F air without controlling dew point&#8230; creates a breeding ground for mold, especially in drop ceilings and ductwork.&#8221;</p></blockquote><ul><li><p><strong><a href="https://www.linkedin.com/in/john-sweeney-pe-2544b311/">John&#8239;Sweeney</a></strong>, Electrical Manager, recounted a retrofit horror story: oversized cooling without dehumidification led to <strong>85%+ humidity</strong>, requiring electric heaters to re&#8209;warm chilled air.</p></li></ul><div><hr></div><h3>4. When VE Works&#8212;And Why That&#8217;s Rare</h3><p>Not everyone dismissed VE outright. <strong>George&#8239;Case,&#8239;P.E.</strong> (AECOM Hunt) argued that, done properly, VE can save both first costs and life&#8209;cycle expenses&#8212;if one has the expertise to evaluate equipment performance beyond &#8220;recycled specifications.&#8221; Shultz concurred:</p><blockquote><p>&#8220;Done right, with a real understanding of system behavior, VE has merit. But too often, it means cutting features without grasping the consequences, usually by people who can&#8217;t justify their choices on a psych chart.&#8221;</p></blockquote><p>He even challenged the community to share their examples of successful HVAC VE&#8212;citing ideas like bipolar ionizers, operable windows for natural ventilation, and demand&#8209;control ventilation.</p><div><hr></div><h3>5. Practical Takeaways for Owners and Engineers</h3><p>From this lively discussion, several best practices emerge:</p><ol><li><p><strong>Begin with Programming, Not Components</strong></p><ul><li><p>If budgets tighten, adjust usage profiles or square footage before hacking off HVAC features.</p></li></ul></li><li><p><strong>Demand Psychrometric Analysis</strong></p><ul><li><p>Require proposers to present a cooling/dehumidification study. No chart = no change.</p></li></ul></li><li><p><strong>Beware the &#8220;Invisible&#8221; Scope</strong></p><ul><li><p>HVAC is hidden, perfect for unseen cuts.
